How dividend tax works in Romania
When a listed company pays you a dividend, the tax is withheld at source — meaning the company, through its payment agent, withholds the tax before sending you the money. You receive the net amount directly, without having to declare or pay the dividend tax yourself.
The calculation is simple: tax = gross dividend × tax rate, rounded to two decimals. This calculator uses the 16% rate applicable in 2026. Rounding is done to the cent, matching the payment-agent statement.
CASS on dividends: when it applies
Besides withholding tax, dividends can also trigger CASS, the Romanian health insurance contribution. Unlike dividend tax, CASS is not withheld from the dividend. You declare and pay it separately through the Romanian single tax return.
CASS applies only if your annual investment income, including dividends and other investment income, exceeds the threshold of 6 gross minimum salaries. It is a tiered amount, not a marginal percentage: 10% applied to a fixed base of 6, 12 or 24 minimum salaries, depending on your annual income bracket.
Calculation example
For a gross dividend of 1,000 RON and a 16% rate, the tax withheld is 160 RON, and the net dividend received is 840 RON. If your annual investment income stays below the CASS threshold, that is the whole tax impact. If it exceeds the threshold, the calculator above adds the estimated annual CASS.
